Dr Osamu Nishiwaki is currently serving as Director-General for Trade and Economic Security at the Ministry of Economy, Trade and Industry (METI) of Japan. In his current position, he is in charge of economic security policy as well as defense industry policy.

Immediately prior to his current post, he served as Deputy Commissioner of the Acquisition, Technology and Logistics Agency (ATLA), Ministry of Defense, where he was responsible for defense industry policy and defense equipment transfers, including the Mogami case for Australia.
Dr. Nishiwaki joined the Ministry of International Trade and Industry in 1993, and has since held a range of senior positions including Director for International Export Controls and Principal Director for Multilateral Trade Policy.

Dr. Nishiwaki holds a Bachelor of Law degree from the University of Tokyo, Master of Law and Diplomacy from the Fletcher School of Law and Diplomacy, a Doctorate in Policy Studies (Doctor of Policy Studies) from the National Graduate Institute for Policy Studies (GRIPS).

He is the author and co-author of several books, including Economic Security and Technological Superiority, Economic Security and Semi-Conductor Industry and the International Trade Order under U.S.–China Strategic Rivalry.
