Dr. Jennifer D. P. Moroney is a Senior Political Scientist at the RAND Corporation and has worked for RAND for 23 years. She specializes primarily in security strategy/planning, evaluation of security cooperation, including technical SC areas such as space and cyber, foreign military sales, international armaments cooperation, and assessing barriers to interoperability with allies and partners. She co-manages RAND's support to DSCA on institutional capacity building work and is one of RAND U.S.’s leaders on AUKUS (Australia, UK, U.S.). She is heavily engaged in a leadership role in RAND's security cooperation research for the DoW including the OSW/PP, DSCA, Air Force, Space Force, Army, and Combatant Commands. Dr. Moroney served on the Defense Science Board in 2020. From 2014-2018, Dr. Moroney served as the inaugural Director of RAND Australia and was based in Canberra. She was the primary point of contact with clients and local Australian partners and was RAND’s senior representative in Australia. Prior to that, Dr. Moroney served as the Director of RAND’s Defense and Political Sciences Research Department. Prior to joining RAND, Dr. Moroney worked in the private sector and in the Office of the Secretary of Defense/NATO Policy. She has been an adjunct professor at The George Washington University, a NATO Research Fellow, and served as the associate director of RAND Project AIR FORCE's Strategy and Doctrine Program. Dr. Moroney received her Ph.D. in International Relations from the University of Kent, UK. She has over 200 peer reviewed publications.
