Tupou'tuah Baravilala is Fiji's Director-General for Digital Government Transformation, Cybersecurity and Communications, and one of the Pacific's leading voices on cyber policy and digital governance.

Over 14 years in Fiji's civil service, she has led the country's digital transformation and cybersecurity agenda — building the digitalFIJI single sign-on platform, expanding connectivity to remote communities, and leading Fiji's inaugural National Digital Strategy 2025–2030, National Cybersecurity and Resilience Strategy 2026-2031 and 2025 National Privacy and Personal Data Protection Policy. In 2024 she personally deposited Fiji's accession to the Budapest Convention, and in 2025 signed its Second Additional Protocol on behalf of the nation.

Ms. Baravilala represents Fiji as national focal point and lead negotiator on cyber matters at the UN, ITU, Council of Europe and Asia-Pacific Telecommunity, where she chairs the APT Policy and Regulatory Forum for the Pacific. She holds an elected Bureau seat on the Council of Europe's Cybercrime Convention Committee (T-CY), and is the only Pacific Islander named to the Tech Diplomacy Global 50 for 2026.
