Ann M. O’Leary is Vice President of Global Policy at OpenAI, where she leads policy strategy at the intersection of technology and governance. A lawyer and policy leader, she previously served as a partner at Jenner & Block, advising clients on complex regulatory, government, and technology matters.
O’Leary was the first chief of staff to California Governor Gavin Newsom, helping lead the state’s response to COVID-19 and historic wildfires while advancing policies including expansions of the Earned Income Tax Credit and Paid Family Leave. Her earlier roles include senior policy advisor to Hillary Clinton’s 2016 presidential campaign, legislative director for Senator Clinton, deputy city attorney in San Francisco, and positions at the White House Domestic Policy Council, UC Berkeley Law, Stanford Law, and the Center for American Progress.
She serves on several nonprofit boards and co-chairs the Future of Medi-Cal Commission. She holds degrees from Berkeley Law, Stanford University, and Mount Holyoke College.
