Steven Matainaho is Secretary of Papua New Guinea’s Department of Information and Communications Technology (DICT), where he leads the country’s digital transformation and digital government agenda. He has been instrumental in advancing Papua New Guinea’s government technology stack, including SevisPNG, digital identity and verifiable credentials, data exchange, digital government services, and national cybersecurity capabilities.
With a background in Applied Physics (Electronics & Instrumentation) and an MBA, Steven has more than 14 years of public-sector experience spanning technology, policy, institutional reform and digital transformation. He is particularly focused on leveraging emerging technologies, including AI, to strengthen government capability, national resilience and inclusive digital development across the Pacific.
